Q:

What happens if the LA don't comply with an order from the court. I don't know who is representing the L.A, communication has ceased. The court bundle was supposed to be submitted this afternoon and our court date is next week?

I've named a school place. The L.A were supposed to name their preference ahead of the appeal date next week.

Too fact specific, I can't generalise.:

I understand that this situation can be extremely frustrating. Given the information you've provided about the upcoming hearing's proximity, I would like to suggest considering writing to the Tribunal and copying the Local Authority (LA). In your email perhaps you should request a Telephone Case Management Hearing (TCMH), emphasising the urgency of the matter.

In your written communication, I suggest you make sure to clearly explain the current situation and provide a comprehensive explanation of how your ability to participate in the proceedings is being impaired. Once you've sent the email, you may wish  to follow up with a phone call to the Tribunal to stress the urgency of your request. You can kindly ask them to prioritise your request and bring it before a Judge or Registrar as soon as possible.
