Have they said why not?
Its your evidence I assume, you might want to ask on what basis they are refusing to add the report.
Ask for the legal basis for their decision.
What counter evidence do they have that the medical view is wrong?
If its Nurse led comments then she would not be able to make a comment unless it was signed off by her consultant. Get the consultant to address the same point.
