  The relevant legislation for the old SEN system is Part IV of the Education Act 1996, and regulations made under that Act, including the Education (Special Educational Needs) (Wales) Regulations 2002 and the Special Educational Needs Tribunal for Wales Regulations 2012. The relevant code of practice is the Special Educational Needs Code of Practice for Wales 2002. For young people in Year 11 and above, the Learning and Skills Act 2000 applies.
