Can I get section f changed?

My son has had ehcp for 2. 5 years. The school told me they would hire a 1-1 but they never did. They used a staff member to just essentially keep an eye. September he will be going to year4 and they will not hire a 1-1. I’ve asked many times how they are using the 25hours if not for 1-1 they never give me straight answers just we can assure you he is getting support!. All other children with plans at the school have a 1-1 but not my son. Im concerned the wording in section f is affecting it. “25hours of support this can be a combination of 1-1 / group.”
