Adding Section I to a contents appeal
If an appeal is registered against contents. A new EHCP issued with phase transfer placement. Is section I registered as a new appeal and then request to consolidate or request for change and simply amend the grounds of appeal?

I have answered "yes" to your question, as amending an existing appeal to include Section I, as you suggest, is certainly possible.
Indeed, it may be more straightforward to request that the existing appeal be amended to incorporate Section I rather than the alternative you suggest. This can be done by submitting a request for changes, after first seeking the views of the Local Authority (LA). I expect your reasons for this amendment would include the circumstances outlined in your question.
You are also entitled to request that the current directions be varied. You might consider suggesting, among other things, that the hearing be listed just before the transfer, which I presume is set for September 2025. Perhaps July would be an option.
