Can't answer yes or no.:
An exclusion could trigger an emergency/early review, depending on circumstances eg if it is felt that the exclusion happened as a result of SEN not being fully understood or adequate support provided, or if the school feels it is no longer able to meet needs.

I’ll give three answers which cover the two types of exclusion (temporary exclusion and permanent exclusion).
1. If the EHCP pupil gets a temporary exclusion: The only meeting triggered is a reintegration meeting. This is normally on the first morning back, with school and parent and pupil, to discuss the restart.
2. If the EHCP pupil gets a temporary exclusion: Sometimes a school was already close to concluding that they can’t meet a pupil’s needs. The nature of the temporary exclusion might be just enough to finally conclude this inability to meet needs. This can then lead to school calling an emergency review.
3. If the EHCP pupil gets a permanent exclusion: then this would probably trigger an early annual review - called by the school or LA. After all, the existing school can’t continue to be named so a review is needed to update the school named at the very least
